We encourage our state legislators to become involved by proposing or supporting legislation that will help gas distribution companies recoup some of the investment to replace their aging systems.  

Recently House Bill 744 written to unify state law requiring the gas utility, not the customer, assume financial responsibility and ownership of the customer service line, was introduced and referred to the House Consumer Affairs Committee. The bill also provides a mechanism which permits natural gas distribution companies to recover the cost of capital investment on infrastructure following completion of a project and approval of the cost by the Pennsylvania Public Utility Commission. This mechanism named DSIC for “Distribution System Improvement Charge” reduces the cost of capital for these projects and works to save money for the utility and its customers.
